i am pretty sure you mean the film texas chainsaw massacre the next generation [there were 3 films prior to its release the last in 1990 ...this is one from 95 or 96 i think]…….it has matthew macoughney[forgive spelling] and renee zellwegger in it …..it also has cross dressing in some scenes if memory serves me well …i have it and the cover had a pig mask on it ….but its been a while since i watched it [its my least liked of the 6 texas chainsaw films]
EDIT*** i will add i have never seen motel hell …but the cover of tcmng dvd that i have has a pig mask …it is very similiar cover but motel hell may be what you meant ??
