Is there a voice changer similar to the one used in the “Saw” movies? (For upcoming costume)?
Specifically one small enough to fit under a mask and/or plug into portable speakers concealed under the costume.

Yep, go out and buy one of the many voice changers available for little children, and just refit the circuitry to whatever you want. Helmets, balaclava’s and even a microphone or two-way radio (For the so minded). As long as you have a basic grasp of electronics, the possibilities are endless.
I reccommend the Ben10 or Starwars ones. Endless hours of phone fun to parents of mates
